A lot of the changes are my opinion/experience, so likely wrong!

I have found google will show the meta description by preference so its important or else you end up with a random indexing where google " deciphers" your keywords and makes up its own "description" (not best idea )

there is a contribution HEADER TAGS you can install for oscommerce so i presume from oscmax though havent tried see Header Tags SEO - General Add-Ons Support - osCommerce Support Forum

Where $mt_keywords_string is the names of your categories
and $mt_extra_keywords are the ones you have put in your language.

This WEB_SITE_KEYWORDS is then included in each of the case statements.

So if you want to put them after the page TITLE then change:
define('META_TAG_KEYWORDS', WEB_SITE_KEYWORDS . NAVBAR_TITLE_1);

to:
define('META_TAG_KEYWORDS',NAVBAR_TITLE_1 . WEB_SITE_KEYWORDS);

In each case where you want to change it.
