Is there a way to make it so the customer does not have the option of shipping anywhere except the payment address?

My reason for this is I have found from personal experience with other online businesses that the increased fraud protection received from only shipping to billing addresses far out weighs the benefits of the very few who want to send a present to another address.

Any help would be appreciated.
