Bug in Payment Modules?

Hello,

When I install the following payment modules they don't show up into the checkout screen:

Cash on Delivery
The WebMakers Corner FREE CHARGE CARD

All the other payment modules are ok. I even get a javascript error with when I click the continue button.

I am not sure, but I think that module is for giving stuff away for free. It is really early so I cannot for the life of me understand why one would need to use this but who knows. Can we get a little clarification? I went to OSCs contribution pages and I could not find this contribution in their list.
