the customer is able to change their shipping address after the order is received from google checkout. if a customer does this, and changes it to an address other than the shipping address they have on record with google checkout, then the google checkout payment protection for merchants would be nullified.

can anything be done to prevent them changing their address after the order is received from google checkout?

I have no clue on what you are saying now.

But a customer can change its address whenever they feel like doing it; that will NOT change the shipping address already stored on previously done orders, it will only change the shipping address on their customer data and future orders. Orders already placed and stored on the database will remain unchanged.
